Debug DLL files are never released?

I see this message almost every single time I try to Debug a project, for the second time. I finished the current Debug session, through every way possible. (Stop button. Play button past the the end of the program. Closing the applications windows and or console) But something doesn't want to release the debugged files, and its blocking the compiler from over-writing them. I've seen this in tons of different projects, and I've just finally surrendered. I can not fix this myself, and I can not debug another single time where I need to completely close and re-open XS.
