Can I submit just the project of the wrapper without the native lib?

Hi guys,

I would like to ask: can I submit just the project of the Xamarin wrapper without the native lib itself? My idea is to allow the people to get the wrapper project, but in order to make it work, they have to come to my github repo to get core project that would produce the lib, which they can further incorporate into the wrapper project in order to produce the dll.
