Trying to update ui of the listview row without refresh the whole list

Hi,
I'm very new to Xamarin platform and I just can't get this to work. As stated in the title of the post, I'm trying to update the text of a row in the back-end code (through the use of a command) and have it show up without refreshing the whole listview.

In the ui, I have a simple form in a grid within each row. This form has two buttons with one increasing and one decreasing the value of the text of the row. When the decrease button is pushed, the text of the row should be simply, decreased by one.

I have gone through many iterations, using observablecollections of a type which drives from INotifyPropertyChanged and I still can't get this to work. I have attached my PCL project for review. Can someone please tell me what I'm doing wrong? I'm very new to xamarin.forms and I'm sure I missed something.

By the way, this functionality is in the ItemsPage.xaml on the attached project. I'm using the visual studio's master details template so please excuse all the irreverent junk that came with it.
